Operating system:  Uptime for March was 98%, including systems that lasted 104 hours
		and 205 hours - JBR.

SPY:		Message to users of multiple DD channels should be initiated more
		quickly when we are saturated (it currently waits up to 5 minutes)
		- LES.

			     DOCUMENTATION

HOW		ALS is compiling summary documentation on all programs in [1,3]
		as well as some others.  An E file called "HOW" is being organized
		by topic (e.g. "text editors") with each program described in one
		logical page of up to 100 lines.  It will be put in [UP,DOC] shortly
		- LES.

WAITS		A short title has been needed for our operating system.  A spirited
		discussion and a complex voting procedure led to the selection
		of "WAITS", with the expansion left to your imagination
		(e.g. "Wizard's Arcanely Incongruous Timesharing System").
